§ Mr. MellorA draft order in council has been laid before Parliament to continue the existing arrangements for the years 1986–1988 as proposed to the House on 29 November 1984. At the present time, the arguments for change appear to be firmly outweighed by those for retaining the status quo, but the matter will continue to be kept under review.
