§ Mr. Colvinasked the Secretary of State for Foreign and Commonwealth Affairs if his Department will be making any contribution to the international fund for agricultural development's special fund for sub-Saharan Africa to help increase food production.
§ Mr. RaisonMy Department will consider whether to contribute to IFAD's new, voluntary special programme for African countries when IFAD's second replenishment is in place. We have our own very effective bilateral aid programme, however, and any additional contribution to IFAD would inevitably leave us with less money for that.
