§ The Prime MinisterNo. Successive Governments have recognised the duty to keep under review preparations against attack, including the need for emergency legislation. But it has always been clear that the content and introduction of such powers will be for consideration by the Government and Parliament of the day, having regard to all the circumstances at the time. There has been no change in that position.
