asked the Secretary of State for Employment if he will make a statement on the extent of racial discrimination in employment since the introduction of his Department's code of practice on that subject.

My Department's code of practice relates solely to ensuring the confidentiality of data from questionnaires completed in the survey of ethnic origins of staff. The code of practice prepared by the Commission for Racial Equality, which became operative on 1 April 1984, gives guidance on how to eliminate racial discrimination and to promote equal opportunity in employment generally. The commission has recently sent to the Select Committee on Employment a general assessment of the progress so far made with the code towards these objectives.
