Friend and the Secretary of State for Foreign and Commonwealth Affairs have discussed the European Commission's proposed420W interpretation of its guidelines for 1985 with Commissioner Sutherland and President Delors respectively. So far as 1986 is concerned, officials discussed the draft guidelines with the Commission both informally and formally. The guidelines for 1986 were published by the Commission on 6 May.
