§ Mrs. FennerIt is not possible to say which factors mainly determine changes in average land prices in the different countries of the United Kingdom. A large number of influences is normally at work simultaneously—for example, location, quality, profitability in farming and strength of the local market, including whether or not planning permission is available. Also, when numbers of sales in an area are small, the average price for a particular period can be heavily influenced by one or two large transactions. Agricultural rents are generally determined locally by periodic reviews in which landowners or their agents negotiate with tenants.
