§ Mr. Allan StewartI assume that the question refers to school meals provided under education authorities' discretionary power in section 53(3)(b) of the Education (Scotland) Act 1980. At the time of the 1984 school meals census ten out of the 12 education authorities were providing free school meals under section 53(3) (b)
