§ Mr. AncramAfter careful consideration, my right hon. Friend and I concluded that participation in the programme was not justified in the light of the potentially very limited benefits to Scotland; and that the balance of advantage lay in concentrating available resources on existing identified programmes and priorities. I see no reason to reconsider this decision.
