§ Mr. RifkindWe do not recognise the new interim administrative arrangements for Namibia announced by the South African Government in April. They do not affect South Africa's responsibility to implement the United Nations plan, nor do they have any bearing on the negotiations currently underway towards achieving Namibian independence on the basis of that plan.
