§ Mr. BiffenA total of 636 secretaries' photo-identity passes were on issue on 1 May 1985. Of these, 562 were permanent passes and all these were held by United Kingdom nationals. Of the remaining 74, who were issued with temporary passes, 58 were United Kingdom nationals, 11 were United States citizens and five were other nationals.
