§ Mr. RifkindThe Commission has not yet made proposals for the negotiating mandate for a European Community/Central America co-operation agreement. By analogy with the European Community/Andean Pact Co-operation Agreement and the European Community/ASEAN Co-operation Agreement, we would expect a European Community/Central America agreement to be negotiated on a collective regional basis.
