Mr. John David Taylorasked the Prime Minister in what circumstances Her Majesty's Government decide to place before Parliament for decision matters decided by the European Economic Community Council of Ministers; and if she will make a statement.
§ The Prime Minister[pursuant to her reply, Tuesday 7 May 1985, c. 310]: Decisions of the European Council which fail to be implemented by means of Community instruments become the subject of normal Council procedures and of the parliamentary scrutiny procedure in this country. Decisions in the field of political co-operation are implemented as part of our foreign policy, for which Ministers are answerable to Parliament.
