§ Mr. MellorUnder section 4 of the Video Recording Act 1984 my right hon. and learned Friend proposes to designate the principal officers of the board. Now that the vacancy in the chairmanship of the board has been filled by the appointment of the Earl of Harewood, he expects to be able to lay particulars of the proposed designation before Parliament shortly.
