asked Her Majesty's Government:

Whether an inquiry followed the collision between two tankers in the Firth of Forth referred to in the article Green Light for Ship Traffic Control in the Financial Times of 22nd November 1984, and if so, whether it has been completed and its conclusion published.

The Department of Transport did inquire into a collision (on 10th May 1982) between two foreign registered tankers in the Firth of Forth, which may have been the incident referred to. The inquiry was completed on 27th July 1982 but since it was not a formal investigation under the Merchant Shipping Acts neither the report nor its conclusions were published. The Netherland and West German maritime authorities also carried out their own investigation into the incident and the Department of Transport co-operated with them.
