§ Mr. TebbitThe House debated the White Paper on 24 April and gave a general welcome to its proposals. I am considering the comments received on the White Paper and work on preparing legislation is going ahead. Sir Kenneth Berrill and Mr. Mark Weinberg have been appointed to take charge of the preparations for setting up the proposed two new regulatory boards.
