Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs why it is Her Majesty's Government's policy to conduct exchanges with Argentina through Swiss and Brazilian intermediaries.

Mr. Renton

It is standard practice for Governments who have no diplomatic relations to conduct their exchanges through their respective protecting powers.

Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs why Her Majesty's Government have not taken up the suggestion of the Secretary General of the United Nations that there should be a dialogue between the United Kingdom and Argentina through the United Nations to develop confidence-building measures.

The protecting powers are at present the most appropriate channel for our communications with the Argentine Government.
