§ Mr. MellorIt is too early to judge the impact of the education and information campaign which the Government launched on 27 February. I understand from my right hon. Friend the Secretary of State for Social Services that there has been a heavy demand for the advice270W leaflets for parents, which we are issuing as the first stage of the campaign. The second stage of the campaign, which is expected to begin in mid-May, will be targeted at young people and will present the real consequences of taking heroin.
