§ Mr. Altonasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Government policy towards the proposed election of the President of the European Commission by all voters in European Community member states.
§ Mr. RifkindWe are not aware of any proposal of this kind. The treaties provide that the members of the Commission (including the President) are appointed by common accord of the member states' Governments.
