§ Mr. MellorThe report of Her Majesty's Chief Inspector of Prisons in 1981 recommended that the 131W governor of Leeds prison should improve the quality of life of prisoners segregated under prison rule 43 for their own protection. As a result, the governor was asked to consider ways of improving conditions for rule 43 prisoners within resource constraints, and the facilities and regime of these prisoners have been improved. Action was also taken to reduce the number of these prisoners held at Leeds.
