asked the Secretary of State for Trade and Industry why he does not allow the Government research establishments referred to in his answer of 1 March, Official Report, column 319, which are to be encouraged to undertake paid work for private clients, to retain what they earn in order to expand their research activities.

The Department's research establishments are encouraged to undertake paid work for private clients and they are given credit for receipts up to levels approved by Parliament when it votes the annual Supply Estimates. The Supply Estimates provision for the research establishments is cash limited. If there are receipts above the levels voted for in any one year, they have to be surrendered to the Consolidated Fund.
