asked the Secretary of State for the Environment if the Housing Corporation and housing associations in receipt of public funds are expected to observe Government guidelines on pay for public sector employees in reaching pay settlements with their own staff.

There is no Government guideline on pay for public sector employees. The Government make a pay assumption in their public expenditure plans, but the pay of Housing Corporation employees is determined by analogy with the pay of new town development corporation staff or, for staff of chief officer and above, by analogy with Civil Service rates of pay, and approved by Ministers.

Staff of housing associations are not public sector employees. Their pay is a matter for negotiation between the staff and their employers.
