Mr. Forth

asked the Secretary of State for Foreign and Commonwealth Affairs if he has made any proposal to the Council of Ministers for changes in the size, representation or composition of European Economic Community institutions following the possible entry of Spain and Portugal to the Community.

Yes. The United Kingdom has proposed a reduction in the size of the European Commission to one Commissioner per member state after enlargement. The United Kingdom also suggested that on accession the size of some institutions should be held at roughly their present size and the places reallocated to accommodate Spanish and Portuguese nationals. But the Community has now agreed with Spain and Portugal that increases should be on apro rata basis according to the relative sizes of those countries.
