HC Deb 25 March 1985 vol 76 c37W
Mr. Winnick

asked the Secretary of State for Employment what is his estimate of the effect of the Budget proposals in reducing unemployment.

Mr. Alan Clark

The Budget contains a coherent and wide-ranging set of measures to help generate employment and tackle unemployment. These include the expansion of the youth training scheme and the community programme, as well as substantial reform of the structure of national insurance contributions and raising the tax thresholds. These will help create the conditions for substantial numbers of new jobs without taking any risks with inflation. By 1986–87 our employment and training measures together will be providing help for 1 million people.
