§ Sir John Biggs-Davisonasked the Secretary of State for Foreign and Commonwealth Affairs if, pursuant to the answer of 1 March, Official Report, column 307, to the hon. Member for Epping Forest, he will state in what ways Bophuthatswana does not enjoy genuine independence.
§ Mr. LuceAmongst the criteria for recognition is that the country in question shall have an independent position, in the sense that it has full internal autonomy as well as full freedom of action in respect of external relations. We are not satisfied that Bophuthatswana, which came into existence as a result of South Africa's apartheid policies, possesses these attributes.
