§ Mr. Hannamasked the Secretary of State for Trade and Industry whether he is taking any action to ensure that companies obtaining a licence to operate a cable television service avoid siting fixed equipment on pavements in such a way that it presents a hazard and obstruction for disabled people; and if he will be issuing any specific guidance on the subject.
§ Mr. ButcherWhere my right hon. Friend grants a licence to a cable operator under section 7 of the Telecommunications Act 1984 and applies to that operator the telecommunications code (which gives powers to install apparatus) he will ensure that conditions are included governing the manner in which apparatus is to be installed. It is intended that such conditions should refer, 441W among other things, to the prevention of safety hazards and to other obligations designed to ensure that the interests of the disabled are properly protected.
