§ Mr. GowAt least 80 local authorities are introducing locally-based management to improve the quality of life on different estates including those built with large panel systems. 20 examples of such initiatives are described in the Department's Priority Estates Project Survey "Local Housing Management", a copy of which is in the Library. Seven of the estates concerned are modern concrete complex developments.
