§ Sir George YoungFirst-time home purchasers can qualify for benefits under the homeloan scheme, if they buy homes costing less than the price limit for their region. These price limits are based on the prices actually being paid in each region by first time buyers, and thus are highest in areas where property prices are above the national average. They are set at a level which is intended to allow two-thirds of first time buyers in each region to satisfy this condition of the Scheme.
