§ Mr. Buchanan-SmithI have received a number of representations on electricity and gas standing charges from pensioners and pensioner organisations this year. Standing charges for water and telephone services are a matter for my right hon. Friends the Secretaries of State for the Environment and Trade and Industry, respectively.
