§ The Prime MinisterThe present position is set out in the four points President Reagan and I agreed at Camp David in December and reaffirmed in Washington last month. The US strategic defence initiative, which is a research programme permitted under existing US-Soviet agreements, is clearly necessary in order to balance Soviet efforts.
