§ Mr. WaldegraveThe cost of implementation of this section was last estimated in 1978 when the cost of drawing up litter plans was put at £0.25 million and the cost of implementing them was estimated as £1.25 million per annum.
In view of the financial implications and the continued need for restraint in public expenditure we have no plans at the moment to reconsider our decision to defer implementation.
