asked the Secretary of State for the Home Department (1) what guidance his Department issues to coroners concerning approval for the removal of (a) kidneys and (b) other organs for transplant purposes;

(2) whether he has received any complaints relating to any coroner concerning approval for the removal of (a) kidneys and (b) other organs for transplant purposes.

The Home Office offers guidance to coroners by means of Home Office circulars. Four such circulars (numbers 182/1961, 65/1977, 172/1977 and 44/1983) relating to transplant surgery have been issued, in the years shown in the references. Copies have been placed in the Library of the House. We have recently received two complaints, both relating to one coroner, concerning approval for the removal of kidneys.
