asked the Secretary of State for Northern Ireland what progress has been made to help small dairy farmers in Northern Ireland in the light of the response to the Government's buy out scheme.

The outgoers scheme was reopened for a two-week period in February and a further 1.7 million litres have been offered, making a total of about 13 million litres. My right hon. Friend the Secretary of State for Northern Ireland and other Ministers responsible for Agriculture in the United Kingdom are considering the difficulties which result from the fact that uptake is below expectations, but no decisions have as yet been reached.
