§ Mr. Kenneth BakerAt this stage the local government finance studies are internal to the Department and we are therefore not engaged in formal consultation or taking of evidence. Where individuals or organisations have nevertheless expressed a wish to feed in their views, I have said that we are prepared to receive written material on an informal basis. Once proposals have been formulated there will of course, be full consultation before any question of legislation arises.
