asked the Secretary of State for Employment what research his Department has conducted into the reasons why many employers in both public and private sectors have failed, despite advertising and the offer of pay and conditions agreed with the trade unions, to find young applicants for training and work.

Such research and surveys as are available show that the main reason why some vacancies are hard to fill is a shortage of suitably-qualified applicants. The Government's training policies are designed to help overcome that problem. However, if my hon. Friend will let me have details of specific cases I will gladly look into them.
