Mr. Deakins

asked the Secretary of State for Foreign and Commonwealth Affairs on what basis the United Kingdom participates in decisions by European Economic Community Heads of Government meetings which do not stem from obligations under the basic European Economic Community treaties.

The basis on which the European Council meets is set out in the solemn declaration of June 1983, copies of which are available in the Library of the House. Decisions in the field of political co-operation are implemented as part of the foreign policy of each member state. Decisions which fail to be implemented by means of Community instruments become the subject of normal Council procedures and parliamentary scrutiny procedure in this country.
