§ Mr. D. E. Thomasasked the Secretary of State for the Home Department whether the letter set out by Mr. Eric Alley, civil defence adviser to the Home Office, on 9 November 1984 was sent with his authorisation; and if he will publish the text of the letter and the enclosures in the Official Report.
§ Mr. Giles ShawThe adviser's letter, which did not require authorisation and did not state Government policy, has my full support. It was intended to make available a contribution to the debate on the nuclear winter hypothesis in response to requests for information from county emergency planning officers. Whilst it would not be appropriate to reproduce the letter in theOfficial Report, I have placed a copy in the Library of the House.
