§ Sir Keith JosephOn 23 May the management panel of the Burnham primary and secondary committee increased its 1985 pay offer to 5 per cent. The teachers' panel rejected this and again refused to go to arbitration. I set out the Government's position in my letter of 21 May to the education chairmen of the local authority associations.
