asked the Secretary of State for Transport if he will publish the terms of reference of the shipping economics advisory group study on the availability of merchant shipping for a defence role.

Mr. Ridley

The terms of reference of the study are classified, and were not published in the recent report from the House of Commons Defence Committee on the use of merchant shipping for defence purposes, but the annex to the notes by the Ministry of Defence in that report—page 34 — indicates the work the consultants were requested to undertake.
