§ Mr. YoungerJob opportunities are created by competitive and profitable firms, and the process of job creation therefore depends critically on Scottish industry's success in exploiting the opportunities afforded by the continued economic growth expected this year. The Budget measures were designed to stimulate enterprise, restore market flexibility and provide the low inflation environment in which such firms can flourish.
