§ The Prime MinisterNo. The Development Commission in England, the Development Board for Rural Wales and the Highlands and Islands Development Board in Scotland have a statutory duty to keep all matters of economic development and social well-being under review and to advise the Government. In addition, the Welsh and Scottish Development Agencies have a general responsibility for economic development, which includes the rural part of their areas.
