asked the Secretary of State for the Environment what is the level of spending below which local authorities will be exempt from selective rate limitations for 1986–87.

Mr. Patrick Jenkin

I have today laid before the House an order which uprates the £10 million exclusion in section 2(2)(a) of the Rates Act 1984 to £10.6 million.

Any local authority in England budgeting to spend below this level this year cannot be considered for selection for rate limitation in 1986–87. Copies of the order are being sent to the local authority associations.

My right hon. Friend the Secretary of State for Wales has already laid a similar order for Welsh local authorities.
