§ Mr. Nicholas EdwardsI am already fully aware of the effect which the introduction of milk quotas have caused for some producers in Wales. However re-allocation of quota under the outgoers' scheme has enabled us to restore small producers to their 1983 levels of production and make exceptional hardship awards in full for 1985–86.
