§ Mr. Kenneth BakerI do not have precise information, but Leicester and other rate-capped authorities have clearly been spending considerable amounts of ratepayers' money on anti rate capping propaganda. In Leicester's case I understand that up to £150,000 may be spent this year on such campaigning.
