asked the Secretary of State for the Environment when he intends to use his new powers under section 14 of the Rates Act 1984 to prescribe the additional information to accompany rate demands.

My Department has today written to the local authority associations and other interested bodies about the proposed new rules governing rate demands and background information to accompany them.

The rules will require that local authorities break down rate demands to show how much is paid to the rating authority and how much to each major precepting authority. They also require information on local authorities’ income and expenditure to be provided with the rate demand, or, in the case of ILEA, in notices to be served directly on the ratepayers.

The rules will apply to rates set for 1986–87 onwards.
