asked the Secretary of State for Defence why civil servants working in his Department have not yet received their pay increase for the current year.

Civil Service pay rates are negotiated centrally by Her Majesty's Treasury and any increases are paid on its authority. Departments were authorised to pay new rates for non-industrials operative from 1 April 1985 as and when the union with negotiating rights for particular grades indicated acceptance or agreement. Also payroll centres need time to reprogramme computers.

Staff represented by the Civil Service Union received their increases in May. The vast majority of staff represented by other unions which accepted later will receive their new rates in June. Negotiations of new rates for industrial grades operative from 1 July are still in progress.
