§ Mr. WaldegraveThe Control of Pollution (Territorial Sea) Regulations 1984 were made under section 56 of the Control of Pollution Act 1974 and were designed to bring certain small areas of esturial water within the control of 203W part II of that Act. Section 56 permits only the prescription of areas of "territorial sea"; it has now been concluded that all esturial waters cannot be properly covered by the term "territorial sea". The 1984 regulations were therefore largely ineffective in controlling that small part of the esturial waters which they were designed to cover.
