Mr. Tony Banks

asked the Secretary of State for the Environment in respect of grants given by the voluntary services unit of his Departments, if he will list (i) the unit's current organisational structure, complement of posts, staff in post and grading of posts of staff employed on assessing, monitoring and advising on these grants, (ii) the value of grants approved for 1985–86 and (iii) details of the name, address, type and purpose of the organisation and the amount granted, for each grant made in the financial year 1984–85.

My Department does not have a voluntary services unit. Staff administering direct grants to voluntary organisations work in a number of policy directorates and their work is usually combined with other responsibilities. All grant awards for 1985–86 have not yet been decided. In 1984–85 the Department awarded direct grants to voluntary bodies, excluding housing associa-tions, under the following programmes.

The structure and staffing of inner cities division 2 and the urban policy sections of the Department's regional offices which deal with these matters were published in the management information system for Ministers 5 (MINIS 5). A copy was placed in the Library of the House. Since then the detailed administration of the traditional urban programme has passed to the regional offices. The latest estimate of outturn for expenditure in 1984–85 by partnerships is £128 million, and £46.5 million for the traditional urban programme. Specific grant is paid on all expenditure at the rate of 75 per cent. Several thousand projects receive support and the details are not readily available in the form requested.
