asked the Secretary of State for Transport what is his policy towards the scale and speed of stock replacement on the Southern Region of British Rail, especially in respect of carriages; and if he will make a statement.

Responsibility for drawing up proposals for the replacement of traction and rolling stock anywhere on the rail network lies with the British Railways Board. Any investment proposal that requires our approval will receive our support if it is consistent with the financial and business objectives we have set the board and offers a sound prospect of improving the finacial position of the railway.
