asked Her Majesty's Government:

Whether they will give an explicit assurance that local authorities jointly exercising their functions under Section 48 of the Local Government Act 1985 will be subject to the duty laid upon every local authority individually under Section 71 of the Race Relations Act 1976.

Yes. The provisions of Section 71 of the Race Relations Act 1976 will apply to local authorities exercising their functions under Section 48 of the Local Government Act 1985.
