Mr. Shore

asked the Secretary of State for the Environment what, in constant prices, was the payment to the borough of Tower Hamlets through the housing investment programme in 1985–86 and in each preceding year to 1978–79.

Since 1981–82 local authorities have been able to add to their spending power through the prescribed proportion of any capital receipts which they generate.

asked the Secretary of State for the Environment what, in constant prices, was the value of the rate support grant payment to the London borough of Tower Hamlets in 1985–86 and for each preceding year to 1978–79; and what is the proposed payment of 1986–87.

All the figures have been revalued to 1985–86 constant prices using the GDP deflator. Figures for 1978–79 to 1980–81 contain needs and domestic elements; the council did not qualify for resources element.

The figures for 1981–82 to 1985–86 are after holdback, as appropriate. Those for 1981–82 and 1982–83 are final entitlements; those for 1983–84 to 1985–86 are latest entitlements. The figure for 1981–82 includes grant paid to the Council in respect of the GLC and the Metropolitan police; that for 1982–83 includes grant in respect of the Metropolitan police. Receipts under the London rate equalisation scheme are included for all years. Tower Hamlets' grant entitlement for 1986–87 will depend upon a number of decisions yet to be taken, including the council's budget for that year.
